Every Pakistani who lives abroad can import a Car after fulfilling the legal procedure. However students getting allowance from government or the people who have imported a car within the period of two years are not eligible to import a Car. After every financial year the import policy is usually revised. Therefore you must consult the latest updated version of import policy.
Up to 2 years old Car, Van, Bus, Pickup, Truck and 4x4 vehicles are imported under Gift and Personal Baggage Scheme and vehicles of same type that are more than two years old are imported under TR (Transfer of residence) Scheme as per Import Trade and Procedure Order, 2009.
Under the Import Trade and Procedure Order, 2009, an overseas Pakistani who has spent 180 days abroad during the last seven months or who has been residing abroad for the last seven months can import a new car. If the person brings a vehicle of 4x4 or above 1800cc vehicle, he has to pay customs duty and other taxes in foreign exchange maintained by bank encashment certificate.
To qualify the import of the vehicle, your stay abroad must be over 180 days. If the vehicle is used then the vehicle must be registered in your name at least 60 days earlier to your departure for Pakistan. The Customs Authorities will require the following documents.
1. Purchase receipt of the vehicle.
2. Bill of landing
3. Attested photocopy of passport by the Embassy / Consulate of Pakistan abroad.
4. In case of used vehicle the registration documents will also be required.
The Group-VIII of Appraisement Collectorate does the clearance of vehicles located at First Floor in Custom House, Karachi. The passenger who imports the vehicle himself presents the abovementioned documents to import approval cell besides his original passport. The posted staff of the cell offers a free of cost trade in authorization form and after filling the form the passenger delivers it to the concerned staff with attached above mentioned documents, which is submitted for approval /signature to Deputy / Assistant Collector in charge of Group-VIII after an inspection.
After signature/ approval of the import trade in authorization form, the original documents are handed over to the passenger and after filing entry of bills the vehicle is cleared upon through the Customs approved clearing agent after payment of taxes and duty charges. Similarly, at other customs stations the vehicle can also be cleared i.e. Lahore, Faisalabad, Multan, Sialkot, Hyderabad, Quetta, Rawalpindi and Peshawar.
Gift Scheme
Gifting of two cars is not allowed. Only up to two years old or a new car can be gifted to family member. Family members means mother, father, wife and children above 18 years of age provided you have not been visited Pakistan for more than 30 days during the last six months and residing abroad for more than 23 months from the date of gifting the car.
2. Procedure to import the car:
1. Go to the Embassy / Consulate of Pakistan to get "Earning certificate" and "Gift certificate".
2. Obtain the attested photocopy of your passport and you should be able to gift the vehicle.
3. Forward the relevant documents, after gifting the vehicle i.e. gift undertaking, attested copy of passport, earning certificate, invoice to the giftee and bill off lading.
4. For clearance of vehicle, the giftee presents himself on receipt of documents and the above mentioned documents alongwith original NIC, to the office of IP Cell in the concerned Custom House.
5. The posted staff of IP Cell will issue import authorization with approval of the Deputy Collector /Assistant Collector in charge after inspection of the documents. And the import authorization and original gift documents are handed over to the giftee.
6. After getting the import authorization, the giftee will file bill of entry through customs authorized clearing agent and after payment of duty charges and other taxes the vehicle will be released.
